Yes this is likely..."there's a 90% chance they'll appear to be wrong in hindsight" to some degree, but if the obvious is destabilization, as Bush warned before leaving office, an your generals recommend something different, then that is not a logical decision to leave Iraq to it's own demise after we "started it".
Some would say that Iraq started it when they refused to abide by the cease fire agreement after the Gulf war that they started. The Gulf war was the major event that lead up to 9/11.
