The Commission's complaint seeks permanent injunctions IS ALL SO THAT IS THE REASON FOR NOT HALTING. PERMANENT INJUNCTION IS A CEASE AND DESIST ORDER FROM THE SEC TO STOP VIOLATING THEIR LAWS and that has to be determined in court whether they did or did not.
