That 2011 distribution is what is being talked about.
They were issued in a "restricted" form.
There was some type of cost associated with "unlocking them".
A fee that was ONLY justifiable if you held large amounts of stock. It was ultimately intended to benefit only large shareholders(IE:Hedge funds/financiers,etc).
Both sets of what were once "restricted shares" were directly related to the two previous R/S. Number of restricted shares issued to share holders were predicated on number of shares possessed prior to each R/S. Shares are no longer restricted. Mine(both sets) became unrestricted (Ameritrade) with no intervention on my part in 2015. While large is a relative term I don't consider myself such.
