I can't speak to the science like Lasers or some others on here, but from personal experience, if I take a hydrocodone before I eat, I feel it much faster than if I take it after a meal, fatty or a salad and the like. If you are a patient that takes some, it's not like rocket science to figure out within a few days, and adjust schedule of dosing in accordance with need for pain relief, along with meal delay or pre-meal ingestion. I think they folks that are into heavy-duty use/abuse, and into the snorting, chewing, shooting, of these drugs have all figured this out. Seems like the "safety" concern has to do with patient stupidity....next, the FDA will want the "label" in 6 different languages, and a recording for those that can't read.
