How about the following for starters:

1 - approve someone to be in charge of the ATF - Republicans have refused to approved anyone for years now

2 - enable ATF and other agencies to receive electronic data on gun sales

3 - tougher penalties for retailers and distributors who don't keep accurate records

4 - limit one sale per month to a buyer

5 - no magazines over 7-10 bullets

6 - each manufacturers must have a smart gun alternative for every gun they sell

7 - bullets needs to have the ability to track there purchase

8 - ability to sue gun manufacturers

9 - CDC can collect data and come to conclusions

10- gun show loophole closed

11 - all sales must be reported including private sales

12 - if a gunn owner or retail store sells to many guns that are found in crimes then they are penalized.

13 - the medical community can withhold your ability to purchase a gun

14 - the police can withhold you ability to purchase a gun
