He needs to get Congress to approve the removal of the embargo so I'm sure they would make sure claims are paid first before removing the embargo. I think they will agree to something. Heck, even if we only get half of the $48 million, that is still probably about at least $20 a share payout ( that figures 2.5 million OS)
