Being as they are human, this is undoubtably true.
Which leads us to one thing. Only a person of sound mind and emotions is fit to lead. Has nothing to do with party affiliation.
Most so called "humans" aren't that at all. They are dysfunctional sub-humans who react rather than respond, primarily using the lower functioning regions of the brain.
That is the difference.
Till each individual "gets it" there is no real hope for a sane, sustainable world.
