Sure, there are 48 that can import CBD for use, but MJNA only mentions 22 for RSHO-X. That's likely because the first CBD to be imported was Epidiolex by GW Pharma, and that happened last October:

MJNA has piggybacked onto that program.

If MJNA had gotten all 48 patients, it would have said so. Instead, it repeatedly refers to 22 as being able to import RSHO-X
