Very simple answer. Go back to Jan 1/2016-Dec 31/2015 and see what was the float at that time and then confirm the number of the float today. As far as justification for the dilution, it doesn't matter DILUTION IS DILUTION AND IT IS DEADLY FOR COMMON SHAREHOLDERS. All answers are there. Good luck to you. imo
