Actually they should all need Permits, Infrastructure and strict Guidelines from the Government to protect the Teenager's who smoke Marijuana.

Marijuana stunts the growth of the Cerebellum and actually should not be smoked until the student finishes College.

Not to mention the Taxes made from Proper permits from the Government.

This is where the MMPR"S come in.

Very wise move by the Canadian Government.
