If every single FBI investigation is by definition of the the FBI's definitive role a criminal investigation only then
could you claim the inquiry (one synonym of investigation) into a possible national security breach is one.
Fact is it was not referred to by the Inspectors General, nor by the Justice Department, as a criminal investigation.
