I don't believe he "needs" to be signing off, but the otc states "Issuers may contact an authorized OTCBB Market Maker for sponsorship of a security on the OTCBB."

If he's trying to get a sponsor, he may be doing so now, but a sponsor is not required, just the appropriate filings.
