No need for optimism here.
This is over and done.
The nonsense the SEC allows penny stocks to get away is so great, that when they suspend a stock, you can be sure the stock has committed some serious violations that are unrecoverable.

No R/S, nothing but grey sheets and ~70% drop in price, then eventually 0.00000000000001

cash4 - this one is done - suspended by the SEC

FINRA will not approve a corporate action like a reverse split after a company has been suspended and is under investigation by the SEC, like VLBI is.

It may open for trading after the suspension, but only for matched trades on the grey market. No MM"s will be making a market, thus there will be no held share inventory to buy/sell. Once the flurry of match trades at much lower prices has run its course, there will be little liquidity and eventually trading will be almost non-existent.

No it won't be. Again, FINRA would have to process the corporate action request, and under these circumstances, they won't do that.
