That is why in this one specific case a R/S is not a bad thing. Even a "potential" for a forward split after TRTC is on the big board a while, after new investors are in and run up the PPS so high that it is "safe" to do so.
DP will probably go for the NASDAQ by end of 2016, using the R/S to get there. Might be sooner depending on what the UN decides 19-21 April special session, and DEA makes recommendation after the UN announces discussions and findings.
UN/DEA somewhat tied together due to international treaties. Canada and Uruguay also need a positive UN announcement to help their full legalization efforts.
