JBII/PTOI was a stock-selling fraud from Day 1. They're just trying to run out the clock now. There's nothing here whatsoever.

From what I've heard, the final RFP for Madison County was supposed to be released on January 5th but has been delayed.

There was also a deadline for companies to submit proposals.

Madison County stated that they wanted to make their selection by the end of March.

I could be remembering the selection time wrong or it could be delayed....imo
