Depends on if the new ceo is a newb or scam artist! All RS does is lock the float and upset penny players! Nothing EVER comes good in an RS in pennyland! But for some odd reason newb ceos think a higher pps attracts buyers ! But there is no shares to play with and pps ALWAYS drops like a rock!
