The provinces and municipalities can take their time figuring out a mass distribution model from there.
I don't know if it'll be lawsuits, but I would side with you that the longer they flourish and become entrenched, the harder it'll be to remove them. I have been getting that feeling for the last while. Vancouver will be a good testament to an effort to curb them. 100 down to 11, if it happens, is pretty good.
