Seems Milici can make alliances. There's not been any results. He took GTHR labs to Mexico. Tried to circumvent the USDA. He's had alliances with Universities. He seemed to think Mexicans would test their herds. Didn't seem to happen. If there was another Mad Cow scare, GTHR might fly.
