Nice catch... I saw that DoD's Non-Isocyanate Polyurethane Platform for Sustainable and Advanced Rain Erosion project as well. Both PPG and Sherwin-Williams have ties to that University. Of course, PPG had the DoD grant awarded a few years ago, so they are the more likely candidate for an industrial partner in this case.
It's without a doubt that the investigator of the UEM project (Dr. Vijay Mannari) probably knows Oleg. But I can't establish a definitive University connection to either company (PPG or HCTI). I was hoping it'd say something like, in association with PPG Industries. Doesn't mean it isn't though.
The only firm link from the University to an industrial company I found so far is this from 2012: Vijaykumar Mannari received a $16,600 award from the Michigan Initiative for Innovation and Entrepreneurship (MIIE) for prototype development and testing related to Professor Mannari’s project, Polyurethane Dispersion Based on Soybean Oil (Soy-Puds) for High Bio-based Content Coatings.
