First and foremost, COO cares about it's investors, not EPGL's. They care about EPGL, the company, not the amateur investors that post on OTC message boards that need to be spoon fed and taught business 101 on a daily basis.
COO will allow a release when it best fits their PPS. That's how they became a blue-chip. Pleasing their shareholders allows them to keep their jobs and get their bonuses.
They will not blow an opportunity to raise their PPS by prematurely making an announcement to appease OTC traders.
