Are you saying you think the German government will backstop Intel if they buy GF? After Intel's treatment by the EU I doubt Intel is in any hurry to do GF or Germany any favors.
At the present time the South Korea Government that subsidies Samsung may join the Germans in a new effort to destroy Intel. I think that the Germans will not agree. I think that the Germans are offering Intel a Monopoly insurance plus subsidy.
Conspiracy theorists are very much like economists, they are always right in retrospect.The German government invested in AMD fabs the same way other governments throughout the world have invested in Intel, for good paying jobs and lots of both private and corporate tax revenue.
