Modrica, the question as I see it, is one of 'where to hold the line' in protecting the majority of the participants who are out in general to make a fast buck, imo. There is little to show for their preparation and readiness to play in this complex and very challenging 'game'. Few may probably learn over time only by trial-and-error method. May be! The stats show that 90%+ will lose but keep the 'game' to continue. And that's the way it is. C'est la vie.
It looks easy. But it requires a lot of knowledge, skills and training. Many of the participants are not in for learning like somebody studying engineering or medicine. That requires many years of learning and training. What the average participant in the stock market has done in order to put the time, effort and hard work?
