If the partnership is to be set up as a JV (which seems likely, given MNTA's public statements), one of the points of contention with prospective partners might be the makeup of the steering committee. Perhaps Ottmer has a role to play in this regard.

if you mean "close a deal", meaning negotiate the final version, I hope not because that would imply they are not close to such a deal.
