LOl that is not how a JR works. A JR can't grant a license and HC is the main and only authority to grant a license. The best CEN could get would be if the JR found that HC didn't follow its own procedures and have to re look at the license. Then boom time CEN is rejected as no one has a security clearance, zoning is in limbo, there is no proper infrastructure to grow.

The Judicial Review does not have the power to grant an MMPR nor does the Judicial Review have the power to order Health Canada to issue one.
