The problem is that AWE started off with wrong technology and it was reinforced by McCaw purchase. Given that AWE's TDMA system never paid for itself, the question is will AWE be able to recover their costs on the GSM/GPRS/EDGE system if and when they move to WCDMA. I doubt it. If the WCDMA transition doesn't happen soon DOCOMO can ask for its investment back. What happened to that cash infusion? Much of it went to the parent company, money AWE will never see.
PCS is no doubt teetering but they have a system that can sustain them for at least 5-7 years. They have made the required investment and now they need to focus on improving their customer service and servicing their debt. AWE will be building out for years to come.
