I agree with Dew that these types of (relatively0 small insider purchases are often just an attempt to rally the discouraged troops. However , I also agree with the last line in the article :
"While yesterday's insider buys are not overwhelmingly large, DNDN is a stock to watch for more insider activity...."
Multiples of these 20K-size purchases by several insiders over days or weeks would be pretty bullish , IMO. Even overpaid execs don't usually throw away that kind of money.
