After 35 years of Secret Police, midnight abductions and murders, fanatical Iraqi and Iranian clerics, and the Sadass Hussein loyalists hiding in the varius towns; most of the populace (..like the Jews in Nazi Germany..) are still scared poopless...........
The integration of more US-favorable Iraqis into the formative government, police, and miltary will cut down on the garbage. And. as soon as they nail Sadass, you'll see major improvements I believe. GDubya made a statement just yesterday about being "...very close...".
