Do you understand how MM's do their dirty work? If you have an account at a brokerage, say Etrade (or MM ETRD or another one like NITE, etc.), the MMs use the shares in their client's accounts to short. Unless they are in safe keeping, there are many, many shares for the MM's to play with. I don't see any short interest on BABL on the OTC site. Sometimes it is the company itself buying and selling for profit/loss, IMO.
So who do you think is shorting? I say the MM's are just making a market for BABL and the CEO needs to stop sitting on his hands.
