I thought if a drug was already proved safe (what Phase 1 trials are for) a drug would skip to Phase 2.

Cheynew, very good reminder for all... that Peregrine has certainly 100% proven Bavituximab safe and no other drug has been proven as safe with as many chemo's or radiation therapy as Bavituximab has been proven.

Lots of trials can jump directly to Phase II/III as you mentioned.
