I believe you, it has happened to me as well. I would put my order at the ask - it's never been shown up, a few minutes would past - I had a feeling that mms were calling each other: what to do? Than they would give me partial lower pps fill and raise the ask.

Not only MMs could be low on shares, more importantly this may indicate that they DON'T WANT TO SHORT ANYMORE.
