Bill had to bring up a challenge because if he didn't then everyone would know right away it was his doing. Now he has an excuse to say oh look its HC and the courts faults for not giving us the license.

All the security guard would have to do is confirm the grow op facility is compelted as Bill claimed. The challenge to HC is quite different from an investigation by the OSC. They are not even related in scope.
