I've dealt with government agencies at every level and rarely did I encounter a department that could do its job quickly and efficiently. Even when staffed by outstanding individuals, they had to follow so many rules, red tape and bureaucracy that they couldn't operate as smoothly as a private sector company could. Also, the fact that there's zero accountability, adds to the inefficiency, because simply put, why try harder if you can't get in trouble for doing a crappy job.
