It is my understanding that it is SIAF´s responsibility to raise that money, if they want to capitalize on this project fully at this point.

Yes, they are assisting them with getting loans.

That's what the $13,917,948 in the 10-K is about (or the $28M) on page F-27 IMO

"The Company entered friendly loan agreements with suppliers, customers and developers to assist them to procure project loans."

Effectively, they already deposited some money they received from consultancy towards acquisition of the Mega Farm. They are just booking it differently now :-)
