art, at some point they will need to find a willing market maker to file a 15C2-11 for them...those guys are hard to find and there's lots of work for little reward IMHO. So they likely would help do the heavy lifting in filling out forms....if it all comes about and is successful the new MM will get 30 days of exclusive market making (at least I think it still works this way)to begin our new life!
It does appear to be steps in the right direction.
