The government doesn't do any extra work they don't have to normally. If it hadn't passed I would "guess" that they would just kick it back to ADMD and say file paperwork for a level 3 clearance. However, they gave it a NDC number which would tell me it has a green light. I am not a FDA employee or associate. That would tell me they are moving forward with the progression.
