This seems like a standard professional response an oncologist would make when a patient inquires about a new innovation in cancer technology they have heard about. There is so much happening in cancer research, including so many promising technologies that have turned out to be dead ends, that it is reasonable to caution patients not to be too hopeful about any one approach.
He's no doubt seen a lot of these technologies come and go, and knows that bringing them to market takes a long time, but unless he has specialized knowledge of RECAF, Abbott's plans, etc., we should not place too much weight on his remarks.
