Have you read any Martin Pring? His "KST" method is similar to what Hayes seems to be describing. Pring tells how his version works in his book Martin Pring on Market Momentum, and you can play with it on his website at http://www.pring.com/KSTchart.htm

Tom, I saw Ned Davis on the Rukeyeser (sp?) show ... last Thursday, I think. Interesting guy. I didn't expect the strong southern accent.

Anyhow, he says he thinks we're at the beginning of a cyclical bull because the types of internals he's seeing match up with his research on the beginnings of previous bulls. Specifically, he mentioned that the percentage of stocks over their 10 day moving averages only goes as high as it has been lately, (which I think is well above 90%), at the beginning of bulls.
