With no published enrollment goals other than the endpoint, saying "Enrollment is on track" is non measurable and just more fluff. It IS a forward looking statement, because it refers to an endpoint that has not been met and cannot be measured as a percentage of total enrollment.
Don't forget they expect a "hockey stick" enrollment so "on track might mean we are still on the flat part of the "hockey stick" they expect. If partnerships have not come to fruition then enrollment is not necessarily on track IMO.
