There are 50 something million shares with vesting prices at .01 which say otherwise.-- lol those vesting shares are not a valid reason and this is not the first company they have owned together that had em.... in addition to minimizing taxes etc, stock option plan vest is determined by the Board of Directors of Optex Systems Holdings which seems to indicate that our shady insiders can also accelerate that vesting whenever they want too, and all will just have to take their word for what they choose to include, not include or embellish in their "otc" filings....
not to mention, they have yet to accomplish anything that justifies their nice annual salaries let alone handing out another 25 mil as was listed in last 10K... go figure - can't make a profit but plenty of money to pay themselves along with plenty of shares to pass around which seems to indicate presense post is right on >> there has been and there is still no motivation and/or any real need to increase shareholder value at all because they have been winning and will continue to win no matter what - just like they always do :)
