Even the official website of Maniema Province makes no mention of it that I can find.

They do discuss a $27,000 dollar project to rebuild a local bridge...

Now, there is an article about rehabilitating a currently existing hydroelectric facility so they can reliably supply 2000 kilowatts of electricity to the capital city of the province. But a $150M project for a 55 megawatt facility is just not newsworthy, I guess.
