it really doesn't matter.

First, this thing is going reclaim 110% of the water used. Secondly, it will never be built. And finally, it doesn't work.

If the tower can be built in the next few years, a drought later in the century will not matter all that much.

If the tower project gets the funding and is built, it will be making so much money, it should not be an issue if they then want to build a desalination plant / water pipeline from mexico, like was initially planned.
