I would say that those numbers are as important as the O/S numbers. Removal of restrictive legends make those shares free trading and a part of the float. Dilution of the O/S is not necessarily a bad thing. An acquisition, by offering shares for payment, rather than cash is not so bad, assuming the acquisition brings additional revenue to the company.
But additional shares added to the float have an immediate impact to the value of shares being traded on the market. If demand is light, additional shares available, cause an immediate loss of value to that commodity to those holding it.
