Seriously? Come on now, your posts are completely misleading. Here let me finish that thought for you

All the FCC can do for Vitall is approve the use of a device for operations using the radio waves. It cannot be used if it interferes with normal communications signals. So the emergency transmitter/receiver has to be approved by the FCC. This is nothing new and there are communications channels or frequency ranges that must be protected such as air traffic control, police bands and military frequencies to name a few. There is also some restrictions on the power output wattage to prevent bleed over of other frequencies.

Where in the world does it say the FCC approves medical device? It doesn't but the FDA can approve a non prescription medial device for sale as an OTC product. This would fall under that realm because it is being marketed as a product that doctors would use to monitor a patents vital signs.
