I think I must have been misunderstood.

I believe the $4 million in coverage is correct.

I just didn't remember hearing the exact details

as to to limit and the offer.

$4 million limit requirement from a government agency would be within a very logical requirement.

As to $520 per year that hardly covers the insurance companies expenses in just issuing the policy.

Brokers (me) would get a maximum 15% commission and then the 50/50 split with agency owner. I'm assuming yours is done by mail in some group plan. I'm not sure I have ever heard of a premium so low.
