Simple, the liquidity is LOW. If this explodes you want REAL shares on your shelf. Alls construction based on SHORT SELLING and OPTIONS in the end can not exceed the #of outstanding shares.
So the artificially created shares by naked shorting etc must get out of roulation before the LARGE RETAIL PUBLIC starts buying and the PPHM stock enters a minefield of portfolios of retailers, funds and IIS.
Because ones that happens you need real shares to sell to make the big profits. You cannot serve that kind of demand on naked shorting because you'll trigger a SEC alert. So lower SHORT positions, and fill shelf. BUT there is a problem. To do that you need real sellers.
If PPHM doesn't run much ATM and finances alternatively (Avid, PPHMP, ect) then you must get to the stock in portfolios. You must hit stops and/or make people doubt and sell.
