First of all, I've never seen acquisitions in this sense for strictly shares. How many PRs have you read where a company buys another company for $50,000 and 1 billion shares, especially of common shares...
Secondly, yes, it looks much worse than a slow increase.
Third, probably most importantly. They haven't said a darn thing about what they have done, are doing, or will do with those shares. Nor are there filings for reference or proof.
Fourth, find me another ticker where this situation you described actually panned out without leading to a R/S.
Fifth, this will never move with over 5 billion in the float. It would never see a sustained run over .0008 - .0012 range with that ponch belly.
