If you have a cash account you can buy before the settlement date of other shares you sold t+3, but now you can't sell this until the third day when the money is cleared or it will be a violation, look into a margin account

If your funds are waiting to be cleared, it's like they let you use their money until your money clears within 3 days. You have 3 days to fill that negative balance or they will sell you out of the position.

If you owe your account money, or technically your broker, they will sometimes take away your shares as payment. If the stock has gone down when they take payment, they dip into whatever they see in your account to get paid.
