When dealing with roll outs of Financial tools like credit cards / ATM's or the like, there is a great deal of testing that goes on. The Federal Government watches this stuff very closely and needs to be done correctly. So this will take some time to implement if they haven't already done so. Good deal of money goes into rolling this out.
