sometimes they place and pull...but probably not pulled here, they just keep the order on Nasdaq at say 5.95...then put another order of 100 shares ASK penny lower and it looks like it previous order is pulled...but not.
I would suspect with eyes from FINRA on the trading they are not playing the flashing game...but are playing the penny lower game to hide the larger ASK order.
