Oh, this is the second time I've read this and, as usual, I was reading too fast.
I thought you meant offering more than one choice for each question (which, obviously, we already do). You mean being able to choose #1 AND #3 for question #1..hmmm...what exactly what you use that in? I'm not sure that many folks would use it or it would be worth adding a layer of complexity to the format. There are creative ways to write things to turn them into another question to get around it.
